Cold Store preserves perishable goods between delivery and use. Customers keep identifiable lots there under service agreements, and operators maintain the equipment and conditions those goods require. Reliable power is central to the business. Reserve service buys time during an interruption, but staff may still have to arrange another destination before a stored load becomes unusable.

The store needs to know what arrived, who it belongs to and how it should be handled. Insulated doors and controlled access help the refrigeration equipment do its job. They don't replace maintenance or attention to changes in the room.

Fish boxes arriving from the landing can continue through the same system to market or restaurant customers. Keeping those goods usable adds value to work already done by fishers and transport crews. It also creates a vulnerable concentration of powered equipment. Protecting Cold Store from a surviving servo means protecting food that many people have already paid and worked to bring into the city.
