Summit House is a place to plan projects, obtain advice and negotiate agreements. Corpos bring proposals, Lancers bring information about recoverable assets and investors decide what they're willing to fund. A conversation can determine whether a building gets repaired or a route gets opened. The people involved may all want the project to happen while disagreeing about who should benefit.
The building uses an existing concrete structure with repaired services and finished rooms inside it. Other areas remain unfinished. A recovered window or component can be brought into a meeting as evidence that a proposed supply route has something worth buying.
Agreements made here cover real limits: how much material is available, who can move it and what happens if it arrives late or damaged. Participants may need advice because the work is outside their expertise. Summit House gives them somewhere to compare those claims and negotiate. It doesn't act as a government with authority over every person or company in the city.
