The power did not return after the first night. Damaged generation and distribution equipment could not be repaired quickly, and many of the people and vehicles needed for that work were unavailable. Refrigerators warmed, batteries emptied and buildings lost pumps and lighting. Households used candles and stored supplies while deciding whether their homes were still usable.

A building could remain structurally sound and still become difficult to live in. Water might no longer reach an upper floor. Medicine could lose suitable storage. A working lift could stop between levels. Small generators and remaining batteries helped some households, but their supplies and maintenance were limited.

Restoring power brought another problem. Surviving servos still carried the electrical-target order and could damage newly working equipment. The New Order has to protect its power sources as well as repair them. That makes dependable generation, maintenance and security part of the same investment.
