Mill Reach generates power at an inherited weir and repaired powerhouse on a freshwater tributary. The site uses a drop in the river that was already there. Its output changes with water conditions and maintenance. A successful repair can increase what operators are able to supply, but the river can't provide the same amount of power every day.

The site's value comes from suitable flow, a usable drop and access for equipment and maintenance. Those conditions aren't available at every stretch of water. Low flow can reduce output, and a damaged component can take capacity offline even when water is plentiful.

Other users also depend on the river. Farms, drinking-water services and downstream users have needs of their own. Operators have to account for those conditions when agreeing to supply power. Heavy parts travel through Foundry Hall and the city's transport businesses before reaching the powerhouse. Keeping that repair route working is part of keeping the site useful.
