The attack destroyed the base's electrical equipment and brought down its power and communications. That did not contain the virus. Copies of the order had already traveled through the network to other locations. The facility became one of the first places to go dark while the same instruction was reaching servos elsewhere.

Local power loss stopped some equipment from working, but it could not undo messages that had already been delivered. Servos that received the order could keep it in local memory. They did not need a continuous connection to continue acting on it.

This is why the Turning kept unfolding as the internet failed. The network spread the instruction while enough of it still worked. The destruction then removed the services people would normally use to coordinate repairs or warn others. People outside the base were losing those services before they understood what had happened or how far the order had traveled.
