Corpos and Lancers disagree about how to rebuild without giving away the independence they value. Corpos see voluntary corporations as a way to accomplish more together. Lancers worry that those corporations will eventually have enough power to make individual choice meaningless. Most people aren't extremists. They trade, take contracts and depend on one another even when they disagree.
A corporation can provide equipment, people and opportunities that would be hard to secure alone. It also sets terms for using those resources. A Lancer keeps more control over the next job but carries more of the cost and risk personally. Neither arrangement makes someone independent of everyone else.
The dispute becomes practical when a corporation controls the only repair shop nearby or a Lancer holds the part a water system needs. It also shapes the argument over the Tower. Reconnection could open trade and reunite families. It could also give distant institutions influence over the city again. People can want one outcome and still be worried about the other.
